I've worked my way thru all the steps on the manuals but the starter cord will not pull out other than an inch or two at a time. The solenoid works to connect the battery, starter, and ignition switch together, eventually turning the engine over. It is generally located near the starter motor.

So start by pouring a teaspoon of oil down the plug hole then let it sit for a few minutes , rock the cylinder back & forth a few times then give the engine a couple of slow pulls , with a dud plug in and a couple of quick pulls plug out to expell the excess oil. I also cleaned the fuel tank and filter cleaned all of the tubes from the tank to the carb. The flywheel turns but it still won't fire up.
This sticky fuel can clog up. Over time, some of the ingredients in the fuel may evaporate, leaving behind a thicker, stickier substance. I always run tank dry at last mowing and put fresh gas in yesterday.
